Paraguay Congress obstructs Emergency actions after Rebel Attack

Paraguay House of Representatives for an indefinite period postponed the announcement of a state of emergency in north, which was anticipated following a deadly attack by guerrilla EPP group. On Monday, the Senate of Paraguay passed a law by declaring a state of emergency in 60 days in the north provinces of Concepción and San Pedro. This followed an assault last week in a police station in Conception by members of the Paraguayan People's Army (EPP), killing two police officers.

The statement would approve Paraguay’s military to hold police operations in the region while the suspension of the legal right to collect, and to allow security forces to hold suspects without a warrant. The House, though, voted to delay the vote on the bill. Lawmakers oppose the measure queries the effectiveness of this drastic measure, and stressed that a state of emergency announced in April 2010 which have not produced solid results next to the EPP. An opposition politician disagreed that in the nonexistence of political will to detain the guerrillas, the state of emergency would accomplish nothing.

An envoy from Concepion argued that, under the prior state of emergency, the privileges of the poor had been compressed. Other lawmakers said there was not enough excitement in the area in question to substantiate the statement.
