The right to information of Paraguay is significant for promoting the democratic contribution and respect for the other rights.
Improving the flow of information helps to promote government responsibility and a sense of trust among the people regarding the government and public authorities.
It is also a key tool for fighting against corruption and other forms of illegal behavior of public.

The Article 4(1) of right to information of Paraguay states that it is a right of anyone to ask and receive information from public authorities and extend this right of access to all information “generated, managed or obtained” by public authorities in any format.
The Article 7 states that the exercise of the right to information shall be free except regarding the cost of reproduction of documents, which may only include the market cost, along with the cost of delivery, where relevant.
Article 14(1) states that request for the information may be verbal or in written form, in person or on the phone or electronically and in Spanish or Guarani. A request must identify the public authority to which is it directed, and include a clear description of information sought, an address for receipt of the information and the preferred form of obtaining access.
There is no need to give reasons for requested information and assistance must be provided to requesters, making sure that requests include the required data. Upon receipt of a request, the applicant must immediately be provided with a numbered receipt acknowledging this, delivered to the applicant in the same manner in which the request was lodged.
Article 19 explains that the public authorities are not required to create or produce information to satisfy a request; this is consistent with international standards.
